Upload data file (monthly and dayfile) to the FTP server

From build 3044 the development baton passed to Mark Crossley. Mark has been responsible for all the Builds since. He has made the code available on GitHub. It is Mark's hope that others will join in this development, but at the very least he welcomes your ideas for future developments (see Cumulus MX Development suggestions).

Hi everyone,
I immediately ask you forgiveness for my not very good English (I'm Italian).

I would need to have the stored data of my weather station uploaded to cumulus, ie the monthly log files and the dayfile.
I thought about the system that you can read in the attached map.
Do you believe it can be done?
One problem I found is that if the internet leaps while loading the "temporary" data, inappropriate mixing may take place.
