Cumulus not Connecting.

Seem to have an issue with Cumulus not connecting on startup.

Background:-

Originally my Weather Laptop rebooted every day at 4:00am, and everything was mostly fine, excluding those days when Win8.1 would hang on startup; a still unresolved issue.

Started as a scheduled task to run at login & an AutoAdminLogin used.

As things are stable one everything is up & running, I changed things to only boot once a week, Wednesday mornings, 7:00am.
At this time I'm sitting by where it lives on the coffee table (Cringe).

I get to see it boot fine, but have noticed on these & other boot occasions it doesn't connect.
Diag's say this:-

2017-03-22 07:06:49.687 Access to the port 'COM3' is denied.
2017-03-22 07:06:49.687 Not Connected
Shut down cumulus & start it again & it's fine.

Can't think of any relevant changes to the system apart from moving from 3041 to 3043.

Any suggestions on what could be causing the Access denied to the com port?

Presumably you have a USB logger? As it appears to be timing related (sometimes it works, sometimes not, if I understand correctly?) then perhaps the SiLabs drivers haven't finished initialising the virtual port when Cumulus tries to connect, on those occasions when it doesn't work. Can you introduce a delay?

Yes, it's a USB logger & had been fine for the past 6 months.

It's only occurred twice to date,

And I've now realised that on 08-03-2017 I installed a UPS Power Monitor Utility, (Can't get a battery for that Laptop).

I'm presuming on startup the UPS software is scanning all available ports for a UPS unit before it finds it on USB.

Not sure If I can make it exclude certain ports, but a delay should work, maybe this would do it.

Not a lot of options in the task scheduler.
