Twitter and WOW

I know that there has been much discussion on this, but I am struggling to find an answer trawling through the forums.
Essentially, I cannot get the latest version of Cumulus (1.9.4) to upload either to Twitter or WOW. I've checked the config boxes carefully and I am convinced they are correct. I've also allowed Cumulus to talk through the Windows firewall.
There is a message in the 009 file in the Diags folder that says 'Socket error 10061 or something - connection refused. However, there is no reference to WOW whatsoever.
I've read on a previous thread that it may be necessary to delete a couple of lines in the Twitter code in the Cumulus ini file - but this makes no difference.
I should say I have no problem in logging into my Twitter and WOW accounts on the same machine and manually adding messages/obs.
Any ideas?

I should say that the machine is part of a network and not a standalone machine - whether this makes any difference.

Have you tried restarting Cumulus? What intervals are you using?
If you turn on debug logging, the debug.log file will show the attempts to update WOW and ant response, and the diags file will show the same for Twitte.

Yes, I've restarted Cumulus many times.
The update interval to WOW is 15 minutes and that to Twitter is 180 minutes, although I have set this at shorter intervals while testing.
The debug file has no information in it whatsover about WOW, regarding Twitter it returns the message - Socket Error 10061 Connection Refused.

Do you have a full set of sensors? If not, this may be the problem, given there is no indication of any attempt to update WOW -

Are you sure that error message relates to Twitter uploads? It occurs approximately three hours after you have started Cumulus, and then every three hours thereafter, with the interval set to 180? But in any case, it sounds like a router or firewall is blocking the connection.

I am not sure this problem can be solved. I think the station has a full range of sensors - wind direction and speed, pressure, temperature (wet and dry sensors), rainfall and sunshine hours. Is there something missing here that might be critical - there is no separate humidity sensor (humidity is calculated from the wet and dry sensors) or uv/solar radiation sensor?
Everything else about Cumulus works fine - no problem with ftp uploads etc.
There may be some additional security on the computer which our technician can look at as a last ditch attempt.

The fact that ftp uploads are working suggests that the problem is not related to that FAQ. It does sound like something is blocking outgoing HTTP calls from Cumulus, given that WOW and Twitter both use those. Do you perhaps need to use a proxy for HTTP? That's often the case in corporate and educational sites.
It's odd that nothing appears in the debug log relating to WOW, though, assuming you have debug logging turned on and you have WOW configured correctly. It should at least log an "Updating WOW" message.

Yes, it is an educational site and I did think about that. Unfortunately, I don't know much about what this involves. Are you able to suggest a way forward? For example, how do I get the information to fill in the http proxy box in Internet settings - if that is the answer.

You will probably have to ask your IT technician for the proxy details.

I thought I'd post the Cumulus 009 log file for you to look at Steve, just in case there is anything in there that you find unusual (my Twitter username and password are shown as *****************.)

As you can see, no there isn't a dickie bird of a reference to WOW.

I think something between Cumulus and Twitter is blocking the connection, and most likely you need to use a proxy.

WOW won't get mentioned in the diags file, it's in the debug.log file, as I mentioned earlier.
