There is no restart mechanism in MX, so something caused it to restart at almost exactly midnight, and that may well have caused the end of day rollover not to happen (or perhaps it was restarted part way through the process). It tries to cope with every situation, but perhaps in this case it did not, It's hard to say with just the diags file you have pasted. Are you using some kind of script to start MX? You've used a -port parameter, but supplied the default port number, which is odd. It's hard to help when you don't give important information.
Note that you are using an out of date build of MX. If you are going to try MX, you should be keeping up to date with the latest version, as otherwise you are wasting everyone's time including your own. Particularly when there are fixes for NOAA reports in builds later than the one you are running!

Hi,
I am very sorry if I am wasting everyone's time with my not important and dumb questions related with cumulus MX, but I thought that this forum - right place to learn, understand and solve problems.
I use this script:

to start cumulus automatically after power failure or reboot.
I do apologies if I am not providing normal/useful information. It is because I do not know what information to provide. I'm not a programmer or geek. Installed MX, mono, and auto start script on my raspberry pi using information which I found in this forum.
I was looking for information for a long time how to solve my NOAA report problems in the forum, but sadly did not found. This is why I started this post. I would love to use newest version of MX, but I don't know how to update it in proper way. So to not crash my existing setup I do not do uptates of MX.

Did I say that? WHERE did I say that? Please don't twist my words. You are wasting everyone's time
if you report problems but you do not run the latest build. The FAQ tells you how to install a new build - just copy the files.
If you are not running MX using my instructions, but you are using a third party script, that's fine, but obviously you include that information when asking for help.
It appears that MX is being restarted before it has chance to upload the NOAA report to your site.

I do apologize if I insulted you. Sometimes it can happen due to lost in translation. I honestly didn't want to do that.
I just want to say that I am not very good in coding, log reading things and etc.. I know a little bit about these things and try to solve problems by myself. But when I can not figure out I ask for help.
I running same MX version from end of 2015 and as I already mention reason why I did not updated I simply did not knew proper way to do that.
Not I downloaded and extracted MX 3038. Stoped MX and copied files than started MX again. I hope that it is right way to update.
In the bottom of MX dashboard I can see that now it is Cumulus MX 3.0.0 b3038. Also I hope that midnight NOAA report will be updated.

I want to say thank you Steve. My NOAA reports started. But not at midnight. When report did not updated at midnight I changed report time to 9:00 and today at 9:00 it started.

How did you change the report time? I can't think of any way that you can do that without changing Cumulus completely over to 0900-0900 meteorological days, as traditionally used in the UK. This means that the entire end of day rollover takes place at 0900.
If that fixed the report generation, then that suggests that you still have something restarting Cumulus at midnight, and stopping that happening would be a less drastic fix. Unless you actually want to use an 0900 end of day, of course. Note that changing to that will mean that your data going forward is inconsistent with your historical data.

Hi,
I just selected log Rollover time from Midnight to 9am. And today at 9:00am MX done report which I can see on my website. I attached screen shot.
Of course I would like that reports will be done at midnight. I need to sort it out why MX restating at midnight.
