Why both nginx and Apache?.
Two web servers sounds like a recipe for a problem at some point down the line.

I was testing them out independently. NginX is reportedly lighter and a bit faster than Apache.
Note sudo apt-get remove nginx leaves data behind whereas sudo apt-get purge nginx gets rid of everything

I run NginX on my Pi's, they are old models though, so they something lightweight.

Took a while but I've got MX running on the Pi3 with local webserver (http://ngaioweather.ddns.net)
Key things to note:
1. Read the MX and announcements page (https://cumulus.hosiene.co.uk/viewtopic.php?f=27&t=12908)
2. Read the website set up instructions page (http://wiki.sandaysoft.com/a/Simple_Web ... Cumulus_MX)
3. Read the standard templates page (http://wiki.sandaysoft.com/a/Customised ... _Templates)
4. Check the permissions of /var/www/html folders and files
