Cumulus does not start and creates bugreport.txt

Hello. Suddenly Cumulus stopped and now does not starts and saying about bugreport.txt.
Attach the file hoping someone can help.

exception message : '10.1' is not a valid floating point value.
Your yesterday.ini file has a number in it using a decimal point, and Windows cannot understand that as a number, presumably because your locale uses commas for decimals.

Thank you for the answer.
But i did not change this setting (at least for one month) and this error is new.
