When I change the settings for the longitude and latitude and press save it reverts back to how it was?

Are you entering the co-ordinates correctly (in the correct form)? Any red text and/or boxes indicating that there is an error message to read? Screen shots are often useful!

The page being in red means that there is a problem somewhere with the data. You will need to find the error message, read it, and then correct the problem correspondingly. This is mentioned in the MX FAQ.

there's no error message, I just can't update it and click on save it does nothing. where does it write the data to cumulus.ini file I presume?

There will be an error message somewhere on the page. Is the screen red before you try to change the settings?
All settings are held to Cumulus.ini.

So there is something somewhere, already in Cumulus.ini, probably not even related to the latitude or longitude, that the page validation doesn't like for some reason - rightly or wrongly. There will be an error message (starting with an exclamation mark) somewhere on the page.

Only error message at the very top is with a (I) Don't change units after you have chosen them for the first time! I can't change it due to that reason I presume.
Would it be a good idea for me to rename cumulus.ini to cumulus.ini.old and generate a new one?

That's not an error message and doesn't stop you changing anything. You can start with a new Cumulus.ini if you want, but it would be useful to know why this is happening - it may be a bug. Could you please attach your Cumulus.ini file? If it has passwords in it, you should edit those out first.

If it's a bug, at least we have sorted it.
I have took out the Latitude and Longitude settings and it didn't make any difference.
If you want to have a look at my web interface you can do but I will only port forward to your ip address only.

That setting is only used for Davis stations, and it puts 0.0.0.0 in there by default, but yours somehow is blank. If you put 0.0.0.0 in there that will fix it.

I left it blank because I wasn't using that weather station.
