Have you read the main MX announcement where it explains the differences between the Cumulus 1 and MX date and time format strings?
date_releve=<#timeUTC format="dd/MM/yy">
heure_releve_utc=<#timeUTC format="HH:mm">

You haven't changed the template, that is the output from your original code.

i don't know but it's fully ok with cumulus 1.9, and not with mx

Yes, of course it is. Some of the format strings have changed in MX - have you still not read the announcement?
This code:
date_releve=<#timeUTC format="dd/MM/yy">
heure_releve_utc=<#timeUTC format="HH:mm">
gives me:
date_releve=12/11/15
heure_releve_utc=08:42
The output you have shown:
date_releve=12/32/15
heure_releve_utc=hh:mm
is the output from the code you posted originally:
date_releve=<#timeUTC format="dd/mm/yy">
heure_releve_utc=<#timeUTC format='hh:mm'>
Therefore, you haven't edited the template correctly to put in the correct code.

Have you used the data files from Cumulus 1, and if so, did you edit the ini files as in the instructions in the announcement post?

Did you do that before you ran MX for the first time? Did you also edit Cumulus.ini to change the figures in there? What do you have for NOAAheatingthreshold in Cumulus.ini?
Stop MX and edit today.ini, and set
HeatingDegreeDays=0
Then start MX and see if the value stays sensible.

Apparently you didn't edit Cumulus.ini before you ran MX. Stop MX and edit Cumulus.ini, set:
HeatingThreshold=18.3
CoolingThreshold=18.3
Check for any other values in the Cumulus 1 Cumulus.ini file which have commas in them, and correct the entries in your MX Cumulus.ini file if required.
