Moving to a new PC with a fresh install of Windows 7, I assume that ALL of my data files are kept in the Cumulus folder? So I just need to copy those to the new installation's folder?

Correct.

Then just install Cumulus over the top, remembering if you have altered the template files not to overwrite your existing ones (it's an option in the install).

Remember to set up the country, date and time formats to exactly the same as the old PC BEFORE you start Cumulus on the start PC.

Remember to disable Sleep an Hibernate, and check all the USB hubs to make sure they do not use the Power saving options and then you should be good to go.
