CumulusMX configuration page won't load

Moving from a Windows XP install with 1.9.4 to cumulusMX on a raspberry pi
when I start CumulusMX and I go to localhost:8998 (or direct IP) I receive what looks to be the documentation for Responsive DataTables and cannot get to any configuration screens (regardless if remote or local to the raspberryPI)

the cumulusMX.exe is running (I had copied my old settings and got the same issue, but this is a clean install, formatted memory card)
Current culture: English (United States)

This is pre-release beta software
Station type not set
Cumulus running at: http://*:8998/
(Replace * with any IP address on this machine, or localhost)

I have a clean raspberian image with almost nothing else loaded
