NOAA Reports - why no UK equivalent?

Given the UK's long association with keeping weather records I find it strange there is no UK equivalent to the US's NOAA reports.
Taking the NOAA Max and Min temp counts they bear no resemblance to the UK climate and are of only limited usefulness. This station has never recorded a minimum below -18C and there are only a handful of days each year when maxima exceed 27C. Likewise daytime maxima remaining below freezing are not a regular occurrence over the bulk of the UK. Heat and Cool Degree Days also appear to have limited use here.
Anyone care to offer an explanation as to why we have never adopted our own system?
