Just mentioning this in case someone else had a somewhat similar issue.
I downloaded CumulusMX v3.0.0 b3026 this morning, stopped Cumulus1 and ran CumulusMX. All seemed good and after about 10 minutes stopped CumulusMX and restarted Cumulus1. That restart went well as usual. However when I did a Web Update so I could have a current webpage (CumulusMX uses the default index.htm and Cumulus1 uses my modified index.htm) I got the FTP Connect Error, Error code: 10060, FTP Connect Timeout. This went on for over an hour so I tried to track the problem - first thinking that somehow running and stopping CumulusMX might have reset or changed some settings (it shouldn't as I run them from separate folders and never at the same time) but all my settings in Cumulus1 were intact. I stopped Cumulus1 and restarted to see if that might fix it, but no change. I tried FTP to webhost with FileZilla and that worked fine download and upload. All the usual FTP uploads by my other programs, CRTDG and B-L Sunrecorder were also working fine during that FTP Connect error period. I found that WU RapidFire was working, that my Cumulus uploads to other sites such as CWOP, PWS, WOW were all working fine, just that none of the updates through the Cumulus Internet Files processing and uploads, including realtime.txt, were not being uploaded because of the FTP error/time out. I tried by checking "Use active FTP mode" and that did not make a difference, so then back to uncheck this. I ticked FTP logging and all that showed was the continuous FTP Connect Error, Error code: 10060 and FTP Connect Timeout.
I called my webhost GoDaddy and they said there was no issue at their end and that likely something changed on my program (Cumulus). Now ready to do a post for advice here on the forum I did a final check on the Cumulus console and then it indicated "Uploading" whereas before it was "attempting". After the normal time to do the full upload everything is back and current.
Now my question: what could cause the Cumulus upload for realtime.txt and the normal 5 min interval full FTP not to work, yet have all the Cumulus uploads to other sites work just fine? And then on its own, start to work again.

Re: FTP Connect Error, Error code: 10060 - resolved
It's very hard to say, but perhaps it was unable to resolve the host name for some reason. I can't remember whether that would show the 10060 error or some other error.
