Where or how do I get the TCP/IP and TCP port # from my Vantage VUE station?

You're using a Weatherlink IP, yes? If it's set to get its address by DHCP from your router, then you could look at your router to see what address it's been given. You can then put that address in your browser to connect to the WLIP and see what the port is (it's likely to be 22222). It's a good idea to then give the WLIP a fixed IP address.
Alternatively, I think that Weatherlink can search for your WLIP and tell you what its address is.

No I do not have Weatherlink- do I need it? If yes I do not think it is worth the $295 for it?

You need some kind of Weatherlink logger if you want to use software with your station, you can't connect your Vue to your PC without it. The IP version is probably only worth it if you actually want the subscription to the weatherlink.com site that is included (or if you have a particular need for connecting by IP rather than USB or serial)
