I've tried in vain installing Cumulus MX , Run as administrator etc and get command prompt and script attached and there it hangs, I'm running windows 8.1 and turned off Firewall and virus checker while doing this

Not sure what you mean as that image shows a correctly running Cumulus MX.
If you are a Cumulus 1 user and are expecting a console to pop up then that is not how Cumulus MX runs. You now access its console by doing exactly what is says in the text. You fire up your web browser (IE11, Firefox, Chrome etc.) and point it at http://your IP Address:8998 (this should be something like http://192.168.1.2:8998 but that is specific to your computer) and the browser based console will appear.
The error messages show that you have more than one Cumulus MX running as I think probably you are not aware of the above and have started multiple instances. Stop them all with Control C or use Task Manager to stop the processes and then start just one and connect as above.
