That annual total is coming from adding up the daily totals in dayfile.txt:

02/04/2015 11:04:58.679 : Rainthisyear from dayfile.txt: 10715,5

So you need to look in dayfile.txt for the problem and correct it.

The rain counter shown is correct.

The value displayed also includes any annual rainfall correction factor that may be configured in the "station settings" for the current year. I have just upgraded from an Oregon system to a Davis system, and suddenly the annual rain total jumped by 150mm - I have been tearing my hair out trying to figure out why, because the dayfile totals are correct. Somehow in the process of changing station configurations over the correction factor that I used when I first used Cumulus (18 months ago) got applied to 2016. I have set it to zero and now all is well.
