Looks like you have done an include i.e. <?php include "cumuluswebtags.php";?> right in the middle of an HTML page.
That is never going to work the HTML will just try to resolve the PHP code. To use PHP webtags you have to convert your HTML pages to PHP pages.
Also are you sure that PHP has been enabled on your server as "view=sce" which is the correct command to see a formatted cumuluswebtags.php on the version you are using does not produce a formatted output.

No I am afraid not. If you want to use PHP to run your web pages you have to convert all the pages to use PHP webtags and to use PHP to render the screens.
PHP is a server based language that turns to PHP into HTML on the server and then sends it to the Browser on your computer. Your current pages are the standard HTML pages that Steve provides and they use standard HTML commands which are sent by the server and formatted by your browser.
So for instance your indexT.htm file that is uploaded by Cumulus with the correct webtags substituted as index.htm from your computer would no longer be required in a index.php file as that file would use cumuluswebtags.php on the server to substitute the webtags on the server and then send the formatted page to your browser.
It is a completely different way of rendering a web page that uses a language that can contain logic to make decisions on how to render a page which is usually the reason for using PHP.
I would suggest that you read and try a tutorial such as
http://www.w3schools.com/php/ because you have to be able to program in PHP and understand how to use the webtags within PHP before you attempt to move from HTML to PHP.

Not sure if this will help Michael to see how PHP can be used with customised Cumulus pages or confuse him

I think, with due respect to Michael, that someone who expects that uploading cumuluswebtags.php and then set switch in Cumulus's configuration hasn't quite grasped the basics concepts of PHP.
