how do i get <#update> in 24 hour time

It uses a system function to convert the current date and time to a string, so it uses whatever settings your PC is using. There's no way to change it currently (without changing your Windows settings), but I'll be putting more control over date and time formatting in Cumulus 2.

Or...
If PHP is available on your Web server, you could use a PHP function that would convert a time format into a pre-selected time format...
Such as converting from '4:30 pm' to '16:30'

Right - you didn't say how much information in what format you wanted
