change favicon with URL frame in use

I have setup a domain name with namecheap and using my free webspace as my hosted site.
It now has no favicon in the browser tab, before been redirected, it used the ISP logo.
I added a few lines into my index.htm page

<link rel="ICON" href="favicon.ico" type="image/ico" />
my site address on hosted site is :
http://www.users.on.net/~ace2/
Icon does in fact show on hosted address

new domain :
http://ace2weather.com/
no icon show in the domain name

I contacted the namecheap regarding this and was told it's to do with my htm code....

ace2weather.com is a frame page holding your hosted adress users.on.net if you want the favicon it needs to be in the code of the index page of ace2weather.com probably you cant acces that because it's some forwarder with a frameset and hosted by the company where you bought the domain.

I thought as much, they do allow editing of the meta name(site name displayed on tab).
I love how they say its a coding issue from my end!!!

Well where should the favico come from its not on their server you could try an absolute path to the icon on your hostingarea but I'm not sure that it will work.

The CEO had sent a welcome email to me stating if the service was good with the whole process....

Wrong timing......

So I replied with my disappointment with the favicon issue as it was there end.

And yes I did try absolute pathing include multiple ways of adding and testing in 3 browsers.
