I use Davis Vantage Pro2, via a router with Cumulus V 1.9.4 (Build 1097). Cumulus had been working perfectly, displaying realtime data, and transmitting data to CWOP/WeatherUnderground/PWS/Weatherbug.
My neighborhood had a power outage (non-weather related) that lasted about 5 hours.
The Vantage Pro2 continued to display real time data via battery and after power re-established.
However, when I rebooted my PC and turned on Cumulus...Error -31701 was displayed.
The station and internet settings were preserved correctly. "Recent Extremes" values are correctly displayed.
All stored data seems to have been preserved.
However Cumulus will no longer communicate with the Davis Pro2.
I also have Davis WeatherLink software installed...Weatherlink is correctly communicating with the Davis Vantage Pro2.
So it seems that the error is occurring somewhere in the handshaking between Cumulus and my PC/router.
PC connection with the router and Davis Pro2 still works. I am communicating with you via the same PC and router connections on which Cumulus resides.
However, Cumulus no longer will communicate with the Davis Pro2. Therefore no data is being transmitted to CWOP, etc.
I have rebooted the PC several times and restarted Cumulus...however I still get the same error notice (-32701)
I would appreciate any suggestions that anyone might have on rebooting Cumulus!

Cumulus should be able to communicate with the station using the same settings as Weatherlink on the same PC. What type of logger do you have - from your description it sounds like an IP logger? You're not running WL at the same time as Cumulus?

Power failures are a great time for your router to change it's IP address and a 32701 error.
Like Steve mentioned, from the same computer start up WeatherLink, go to setup/communications port, click TCP/IP.
Then down below that, click local device id and then find.
WeatherLink will then locate the Router's IP address and you will probably notice it's different from the one you have entered into Cumulus.

Still can't get Cumulus to 'connect' with my router.
For two months, Cumulus ran 24/7 without any problems, acquiring data from my Davis Vantage Pro2, via a Davis data logger connected to the router.
Cumulus transmitted correct data to CWOP/WeatherBug/Wunderground/PWS without any problems.
Cumulus is installed on a WinXP (32bit) PC and Weatherlink is installed on a Win7 (64bit) PC, both connected to the same router as the data logger.
Both software ran without a problem.
The router and both PCs are power line protected from spikes and low voltage.
On 28 July, my neighborhood had a power outage (not weather related) for over six hours.
When power was re-established, WeatherLink still ran correctly, reading and displaying the Davis data logger feed.
However, when I turned on the WinXp PC and Cumulus, I repeatedly received a -32701 error.
The Cumulus configuration settings were preserved from before the power outage including the station settings (except for the IP address)
and the Internet settings for data transmission
The XP PC did correctly communicate with the router, I was able to connect with the Cumulus Forum,
using the 'Cumulus' PC.
Following your advice, I used IPCONFIG to determine the IP addresses for both PCs.
The Win7 IP address was still the same as before (192.168.0.5)
The XP address was: 192.168.0.3
But the Cumulus address had defaulted to the IP address: 192.168.0.1
I changed the IP address within Cumulus to 192.168.0.3
After restarting Cumulus, the address HAD been correctly changed/saved to 192.168.0.3,
but Cumulus still declared a -31701 error!
Could you kindly walk me through what I need to do to get Cumulus to communicate with the

You need to put the IP address of the logger into Cumulus, not the IP address of the PC that Cumulus is running on. Do as Brad suggested above to get the IP address of the logger from Weatherlink, and put that IP address into Cumulus.
Make sure that you are not running Weatherlink and Cumulus at the same time (even on different computers).

IMPORTANT TO DISABLE WEATHERLINK...
I had determined the correct IP address for the logger...but it appears that I still had WeatherLink active on the Win7 PC.
Cumulus didn't like having WeatherLink also running.
I put WeatherLink to sleep and Cumulus immediately began to communicate with the logger.
I was also able to reactivate WeatherLink after Cumulus was correctly connected.
Thank you for that advise.

As I understand it, Weatherlink IP is not designed to handle connections from more than one program at the same time, and although it may appear to be working, you are likely to have problems with corrupted data, or at least problems retrieving data (e.g. Cumulus may not be receiving all the updates that it expects).
