On my base station (and cumulus) does the arrow of the wind indicate where the wind is coming from, or is it pointing to the the direction the wind is going? For example, if the arrow is pointing down towards south, does this indicate a northerly wind, or is this considered wind to be coming from the south?

The arrow points in the direction that the wind is coming from, like a real wind vane would.
