Wind direction alarm/warning

Say you wanted to generate a wind direction warning sent via email when the wind lays steadily in a defined sector (eg 90-130 degrees, but any such sector in the general case), is anyone aware of any software that can do this as standard? (I suspect WD possibly can, but anything else?)

NB It's probably better to do this with an averaged wind direction, eg a 1- or 2-minute mean direction, because wind direction inland can obviously be quite variable - especially if the anemometer isn't well exposed - and you wouldn't want false alerts being generated if the occasional gust happened to turn the vane transiently to the monitored sector.
