My gust graph on my fine offset system has peaks of high and low wind speed as shown in the attached pic. Is it support to be like this or should there just be a green line showing the peak gust only.

The green line shows you the wind gusts as recorded by your station, but the yellow line is the AVERAGE wind speed recorded by the station and worked out by Cumulus not the low wind speed.

There are also a number of options you can use to get Cumulus to calculate and plot gust and average wind speed differently - see the help and the FAQ.
