Incorrect, the processing order is that I understand is...
indexT.htm. --CumulusTagSubstitution--> index.htmtmp --ftp--> index.htm
Or, if you have rename enabled...
indexT.htm. --CumulusTagSubstitution--> index.htmtmp --ftp--> index.htmtmp --rename--> index.htm
Edit: hang on a minute though!

You do get a index.htm generated in the web directory as well. I don't use FTP myself, so I need to investigate further....

Watching the c:\Cumulus\web directory, I can only see the two tmp files I mentioned in my previous post.
The standard files are being processed and I can see these updating e.g
index.htm is created every two minutes, as are the other standard files, and these are ftp'd to my web server.
The only non standard files I transfer, do have the tmp files and this seems to the working file i.e. the ones uploaded to my website but with different destination names. ftp log confirms this.

The processing of the 'standard' files doesn't produce a 'tmp' file on the PC, because it doesn't need to, the output file has a different name (indexT.htm --> index.htm). Processing of 'extra files' does produce a 'tmp' file so that the output file doesn't overwrite the user's input file, so they don't have to bother putting a 'T' or whatever in the template file name.
The 'rename' option always creates a 'tmp' file on the server, regardless of what happens on the PC.
I'll look through this thread in more detail later to see if I can add anything, but my first guess would be as swfs has said, that the template file is not actually a template file, it's an already processed file that doesn't have web tags in it.

As far as I can work out the diagram below is correct, I think we need Steve back to confirm absolutely.

I've had my breakfast now.
When I got up this morning, I clicked the 'upload standard pages' and turned on ftplogging as suggested. Attached is the result of one session of an upload start to finish. I get no 'tmp' files except on the server during the re-naming process as Steve has mentioned, with a new file created each time in my 'web' directory locally and then uploaded. At least that's the way I see it happening.
Which leads us to the Mike's files goofed up in his web directory. He, to me, is definitely uploading outdated files from his 'web' directory and as to why they are not updating then becomes the question. Bad 'T' files suggested by swfs is at the top of the list by consensus. We'll just have to wait until he chimes in to have a look.

Afternoon all
Pleased to say that my website is back up and running albeit in the basic form thanks to some help from Brad. For some unkown reason when I installed the latest version of Cumulus none of the "T" files were present in the C:\Cumulus\web folder. Brad kindly provided me with a list of the missing files that I copied to the folder and that was that! Unfortunately I have lost the other embellishments that I had included so I guess there is nothing else for it but to settle for the site "as is" or carry out a rebuild. Fortunately I had printed out copies of the amendments that I had made so it shouldn't be too daunting.
Thanks to everyone for there ideas, suggestions,and time given to solving my problem.
It is always reassuring to know that there are many friendly faces in the forum who are willing to offer help and time to assist those of us who are less knowledgeable.

and at the same time schedule a backup plan for all your files. Cumulus does a good job of saving your data files but you should have a longer term back up plan - i.e. monthly as well and also your other files like those in /web folder.

The latest template files should have been installed in the C:\Cumulus\web\originals directory when you installed the update. Not a lot of help if you've modified the templates but handy if they go missing for some reason
