Problems accessing my website

Hostpapa have done it to me again, I think.
This is the third time that I haven't been able to access my website and, consequently can't update it (I use WinSCP to FTP, as opposed to Cumulus directly).
The last couple of times, they and my ISP have blamed each other for me being "blocked". Eventually, after many, many hours of not being able to update my website (or see it, even though others can) the problem has been resolved and both have denied responsibility, lol.
This time, my ISP says "after the last time, you have a real public address just for you. so if you have a problem it is because you are doing something that does not appeal to host where the site is and they prohibit your address. nothing we can do about it. contact your host provider and talk with them" and 36 hours after the problem started, I am still trying to get some resolution from Hostpapa.
I can use the Tor browser to see my website. Any way that I can use the same/similar technique to enable WinSCP to FTP my data, i.e. send it from "someone else" other than my actual IP address?
