Weatherstyle.ccs help

hi not sure if I am in the right section of the forum but can some one help me out with a script please. What I am trying to do is add a using the weatherstyle.ccs here is my code I am working this goes in the body section and what I want to do is add it in the centre of the page using the weatherstyle.ccs. the code I am having truble with is this I want to add a floats and with the observations I want to add a drop down memu could someone help me out please
