What encoding are you using for your twitter.txt file? I just created an ANSI encoded twitter.txt file, put °C into it, and it works:
The bottom one is the standard message, and the top one is the same but done with a twitter.txt file, as attached.

My file seems to be a differt type, not ansi.
I took yours, put in my text and it's fine now.
