About once a week the windchill goes crazy, has anybody else seen the happen. Just started after upgrading to 1.9.4.

Your dew point is also very low.
Do you have Cumulus configured to calculate wind chill and dew point, or are they coming from the station? Large negative temperatures are usually indicative of a failing temperature/humidity sensor. You would expect the temperature value to show that too, if that's what is happening, though. But those temperatures are around the figure that people see with failing sensors; mine was around -68C.
Edit: I realise now why the outside temperature isn't showing the same problem. I put a 'hack' into Cumulus to ignore temperatures below -67 (either C or F) when my temperature sensor last failed. I should really have taken it out again for the release version (but the spec only goes down to -40 anyway, so no-one is losing valid readings). So I'm convinced now that you have a faulty temperature sensor. If you look at the console when this happens, you'll see the large negative temperature reading displayed there.

I just noticed the the console is displaying "Low Battery Transmitter" could this be the cause?
I have a Vantage Vue, both wind chill and dew point are not checked in Cumulus.

I suppose it could be, but in all the cases where I've seen this before (including twice myself, albeit with a VP2) the sensor needed replacing. You could try replacing the transmitter battery. Just to complicate things, I believe there is an issue in some Vues where they report a bad transmitter battery when it's actually OK.
