Time synchronization

Hi.
I have read here and there that the PC clock should not be synchronized during the first hour on a new day, eg 0000-0100.
Could someone please explain to me why not?
What is most likely to be the problem?
Is this particular hour more sensitive for time changes than the rest of the day?
Does it matter how large the correction normally is?
I have a utility on my machine that synchronizes from NTP servers on the web at startup, and then every hour.
The correction is normally not very many milliseconds, perhaps one second from one day to the other.
