AWS-less Cumulus installation??

I have a neighbour who's very interested in historical weather data from my AWS/Cumulus setup.
I've sent him a copy of my Cumulus data files going back to my first installation, but it will be hard for him to extract just the data he's especially interested in (e.g. wind speeds).
I thought maybe he could install Cumulus and use its 'Select-A-Graph' facility to look at specific data for chosen time periods.
But how would he go installing Cumulus without having any AWS? Would he be able to complete the installation and view my data (after copying it to the \Data directory)?
Any help would be appreciated!
