I just installed a weather station (Ambient WS2090) and downloaded the Cumulus software. Everything is working fine. Except the wind rose just sits there. Is that a working gauge? I would have thought that maybe it plots prevailing wind directions. Since Cumulus is reading all of the other data from my station, I don't understand what's going on with the rose.

It probably is showing data, but it's not easily visible. Fine Offset stations tend to mainly give only 8 compass directions rather than the 16 that they are designed to do. This spoils the wind rose as it requires data from adjacent positions so that it becomes a 2D shape. Try the '8 points' setting; that should make it look better. I think it's in the display settings, but I'm not at my PC right now.
