Check your Internet Service Provider, they may have allocated you free space on their servers. I've had Cumulus running now on Virgin Media (my ISP) for 569 days without any issues and Cumulus doesn't take up much space either.
A good starting point for help on setting up a web site is the Cumulus Wiki

Once you have your domain and a webhost then it is relative simple. Print the instructions, follow each step, and if any questions along the way ask here.

Hello Dennis
You sound just the right man to get me up and running. My ISP is also Virgin Media, but my e mail and web space was set up under ntl. I did have space occupied with VWS if that makes any difference. However, I was wondering if you can provide the configuration page on Cumulus for me to compare what goes where. It's a few years since I completed all this and everything is very rusty. Further down the line I may purchase a new domain name, but I assume that virgin media won't allow any other domain names apart from their own.

PS i have had a look around Cumulus wiki -looks really good - far better than the VWS support. I just need time to take it all in !
