If there was only one thing I could have changed: Make the 24 hour period configurable.
Ham Radio Weather Net (They in turn report to NWS) use 7am as the 24 hour start/end period.

I think there's an enhancement request for this already. In theory it should be easy; the 'rollover hour' is just a number in the cumulus.ini file, and most of the time it just uses that number without caring what value it has. Unfortunately catering for daylight savings has meant that there are also places where it assumes that it's 9 if it isn't zero, so it needs quite a bit of work.
