I no longer get email messages when Cumulus Toolbox rules are met. I notice that my cumuluswebtags.txt, cumuluswebtags.txttmp and cumuluswebtags.php (/public_html/cumuluswebtags.php) has no data.
In Cumulus/Internet Settings/Files cumuluswebtags.txt Process? is ticked.
I have shut down Cumulus and restarted and can't see why cumuluswebtags.txt is not being populated.

cumuluswebtags.txt is the 'template' file with web tags in, and it never changes. It has things like this in it:
$time = "<#time>"; // the current date and time (example format: 18:30 on 25 Dec 2009)
cumuluswebtags.txttmp is the processed file after the web tags are converted, e.g.
$time = "08:00 on 08 June 2013"; // the current date and time (example format: 18:30 on 25 Dec 2009)
Those two files are on your PC. cumuluswebtags.php is just a copy of cumuluswebtags.txttmp after upload, and it lives on your server.
So, on your PC, what do those first two files look like? I think that the way Toolbox works is that you tell it where the cumuluswebtags.txt file on your PC is, and it automatically looks for the processed version, cumuluswebtags.txttmp. In your Toolbox debug file, it seems not to be doing that.

Both files are completely empty - nothing at all! I have no idea how this has happened, Cumulus is running on a dedicated PC.
Should I download another copy cumuluswebtags.txt from sandaysoft.com, place it in the cumulus folder and see what happens?

Thanks, now restored and 480 Tags are processed.
In my Toolbox debug file I notice Toolbox cannot not read the value of webtag 'currcond' or the value of webtag 'LatestError'. Is this normal or is there still something wrong?

It's presumably because those web tags are empty; you haven't set anything for 'current conditions', and Cumulus hasn't reported an error since you last started it.
