I was in the noaa report setup screen I clicked help an it crashed

It's crashing in Microsoft code. It's a known problem with IE9, and possibly also other versions of IE.

ie 10 must do it to

what does ftp after auto save mean?

what happened i had ftp set to the wrong dir I did not see it
it did not set off the error light
is there a way i can force it to ftp

"Auto ftp after auto save" is: If set, when Cumulus does the first FTP upload after the daily reset, it will also upload the latest auto-created monthly and yearly NOAA-style reports. Note that you must already have regular (non-realtime) FTP configured.

You'll either have to manually ftp it or wait until the next daily reset.
