Adding to dashboard webtags for #avgtemp and #temprange

From build 3044 the development baton passed to Mark Crossley. Mark has been responsible for all the Builds since. He has made the code available on GitHub. It is Mark's hope that others will join in this development, but at the very least he welcomes your ideas for future developments (see Cumulus MX Development suggestions).

Adding to dashboard webtags for #avgtemp and #temprange

I am trying to add to the dashboard Average Temperature for today and the Temperature Range for today using webtags. These webtags were in Cumulus 1. They are calculated.
They are not in dashboard.js.

Today Friday 20th in Brunswick Melbourne Australia we have a min temp of 14.1° with a max forecast of 45° a temp range of about 31°. Currently the highest temperature range is 29.8° in January 2016

Here in Point Cook the min was 12.9 (@ 06:03) and todays max reached 45.8 (@ 16:56)

Have added avgtemp webtag to the index page but it is formatted as double to 16 decimal places!
On the html page how do I format the value with one decimal place?
Also added cloud base , the BeaufortDesc for wind speed, indoor temperature and indoor humidity.
