The host name cannot be "Weather - Gray Georgia" It must be either the IP address of your hosting site
or its fully qualified domain name (FQDN) i.e. ftp.expressincometax.com
The directory, aka destination folder, will just be /weather

BTW, in your first screen shot, I see that .htm files (web files) are associated with either Adobe Acrobat or Adobe Reader (can't tell which). In either case that will give you trouble
since Reader and Acrobat want to open .pdf files not htm or html files. This in unrelated to your FTP question, or course.
To fix, right click on one of the .htm or html files, select "open with" from the menu then choose Internet Explorer, Firefox, etc. Whichever web browser you like to use.

You'll want to check the "Enable Realtime," "Enable Realtime FTP," and "Realtime.txt FTP" boxes.
Then set your realtime interval. That setting determines how often Cumulus sends the realtime.txt files to your web host.
Vantage VUE is receiving new data every 2-3 seconds as I recall, so your realtime interval could be anything from 3 seconds to almost any number.

Thank you so much for the screen shot, the auto update really seems to take a couple of minutes to complete is that just for updating software? R would that be sending stats to webpages? When I restart cumulus now it seems too take about two minutes to download something? It always been very fast until my personal webpage online? Is this normal?

Update means update your web pages, NOT update any software and this can take a few minutes to upload all your pages and graphs.
realtime.txt is a relatively small file (thus uploads very quickly) and is used in some AJAX / php designed web sites to give near realtime response to data in the pages (rather than uploading the pages themselves each time - which is what happens with the 'default' Cumulus website pages)
