for some reason stopped recording Avg Wind Speed in NOAA Monthly Report, not sure why.

There are a lot of invalid characters at the beginning of line 3817.
Stop Cumulus, edit the file in something like Notepad++, and remove the bad characters on that line. Then restart Cumulus and try again.

resolved as you suggested (fixed errors in line 3817 and replaced ) using notepad++
