I am not sure I fully understand what you are saying. The current README points to the Wiki, especially the CumulusUtils starter article, which contains the basic installation and run and configuration instructions. Yes, if I need to add things for a starter, let me know and I will improve it where I can. After reading the "README.pdf" file I can't find a simple explanation for this question.
But the idea is that everybody who has basic computer knowledge (see the paragraph Assumptions) with this Wiki must be able to get up and running. If there is missing or wrong information, let me know and I'll improve it. But I think the summary guide is the Wiki. The README is a starting point, nothing more.
The original manual/README became difficult to maintain so I rewrote it as a Wiki. That may not be perfect yet, but it is easier to improve.
I think the installation guide is there (nothing more than create the directory structure and copy the distribution) and then run it.
If you need more specifics as summary guide, please let me know.
