Hello,
I have a Froggit WH1080SE configured as Fine Offset. When the system boots and starts CumulusMX shows 12.9mm. I don't know if is a bug. The MXdiag file is attached. My device is Raspberry Pi B+ with the last version of Raspberry OS (buster), Mono 3.10, and the last version of CumulusMX.

The last time you ran Cumulus the station rain counter was on 28.2, when it started this time the station counter was on 41.1
So the station recorded 12.9mm of rain during the time Cumulus was stopped - or 43 bucket tips.
