Release 3.7.0 Build 3089 - AlterSQLTables3089.sql

I just downloaded Release 3.70 Build 3089. In addition to the CumulusMX folder there is a file AlterSQLTables3089.sql. Where is that file supposed to go and what is its purpose?

It is to be used to update existing MySQL tables to add the new data columns used by b3089.
