Re: time format
Cumulus MX data is forwards compatible with Cumulus 1, but not backwards compatible. If you want to port data from MX to 1.9.4 you will have some work to do. MX now uses ISO format for the dates in the ini files. You'll need to convert them all to the format shown that's understood by your system. It's pretty clear how you convert the date you've shown - or not?

Re: time format
It's entirely up to you. Personally, I wouldn't use any data at all that I hadn't recorded myself.

Re: time format
If you use the today's rain editor, you have to make sure you leave Cumulus running until it has written the next entry to the logs, so that it saves the corrected value. You say it is out by 3mm - too high or too low? And how do you know? The diags logs will show where the figures in Cumulus are coming from, perhaps it's a problem with your station. You don't give any information, but somehow you expect me to be able to say what your problem is.
