Is there any logging I can examine to see if this is actually outputing data. It the short term I wanted to submit to CWOP so I can plot the cumulus station against the main station and compare data

You could turn on the debug log and look in there, CWOP/APRS updates are logged.

If they're in the log but not appearing, I think you would then need to check the error logs on the APRS web site.
