You need to make a similar change to "timeUTC": for the new CumulusMX time format strings.
But the main error is happening in the browser itself, it doesn't like that forecast string.

For this part of the website launch realtimegaugesT.txt was generated outside the directory (web) CumulusMx of the error !!
