Isn't Portugal in the same TZ as the UK - i.e. currently running UTC?

Yes, we are in UTC now.
For lat and long I'm using the same settings than in Cumulus1
Latitude=39.226
Longitude=-8.99
LatTxt=N 39° 13' 34"
LonTxt=W 08° 59' 50"

The routine I use for calculating the sun position uses UTC, so I get .Net to convert the current system time to UTC using .ToUniversalTime(). It appears that for some reason it is subtracting an hour on your system. I'll do some experimenting on my system. It would be useful to know if anyone else is seeing the same thing.

Portugal is about 8 or 9 degrees West.
You have set your longitude to East using the negative figure, hence the 1 hour lag.

East is positive, West is negative. Possibly astronomers use the opposite. It's to avoid this confusion that Cumulus requires you to explicitly choose East or West.

Somehow the longitude value in my W7 test PC was lost is minus sign, and also the decimal part (the same for latitude).
