Tests completed.
Running as non-elevated user, having no urlacl reservation gives Service Unavailable - as expected. Adding urlacl reservation of http://*:8998/ corrects things.
Running as the system account - as a service - requires no urlacl reservation
Running as elevated user, with urlacl of http://ipaddress:8998/ gives Service Unavailable. I had the reservation in in this format because, way back at 3001 (or so) that was the only way I could get it to work.
p.s. I wish I could understand the difference between + and * but have given up - its gibberish to me
