Base-Canada - wxecradar-iframe.php V1.02 update now with overlays...

Thanks to M. Romer, the old overlay files for Environment Canada radar were resurrected from the internet archive (Wayback Machine) and the wxecradar.php script set now will display the overlays for Cities, Additional Cities, Roads, Road Numbers, Rivers and Radar Rings.
A new set of overlay files are to be installed locally in the ./radar/ directory (included with the update).
Saratoga template users: use the update tool with a query of 08-Jul-2021, Base-Canada, *-Plugin
