Forecasts and METAR data will not load no matter what

I am setting up a new site. I have everything covered except that I cannot get the NWS point forecasts or any METAR data to load. I have tried several combos of web addresses in the settings and advforecast2 scripts but nothing will work.
For reference ; my website

Also the moon pahse does not work.
Any help would be very much appreciated!

do you have the correct Permissions on the web folders?
Please check this link out and test your PHP too.

your PHP version 5.3.29 is old too, can you update it?

also fails. did you upload all the Saratoga Templates and cumulus plugin?

PHP 5.3.29 is what I got when I did the test. I have no way of updating it.

I have uploaded the latest Saratoga templates and Cumulus plugins and files. This is a new installation.

Some of the scripts may fail with PHP less than 5.5 version.
A check-fetch-times.php?show=info on your site shows
Stream support for https is NOT available but REQUIRED.
You’ll need to update PHP to have the site fully operate.
