Just FYI:
From Tuesday, 2 May 2017 through Friday, 12 May 2017 the Naval Observatory will perform scheduled network maintenance.
Network degradations or outages impacting our product delivery are possible but should be temporary in nature.

I've found that hostmaster@navy.mil generally gets a response.

I've sent them a note about the issue, and used http://www.usno.navy.mil/help/astronomy-help (selecting Astronomy Data Services) to send an additional email.

Hopefully, one or the other will get the issue with api.usno.navy.mil resolved soon.

yep looks that way, I too got an email from them, so at least someone works there ;)

I thought I have an issue again with USNO data, but I noticed the file was 0 bytes in size. deleted the USNO-moondata.txt and refreshed the page fixed the issue.

Is there a possibility that there could be a file check added to the script to check its size and if it is zero bytes then delete it?

Just a suggestion...

Well at least the US Navy are consistent with their outages I guess :)

It is quite frustrating to have the service behave so poorly after a long time working without a hitch.. It was back for a couple of hours this morning, but is down again. I suppose they restarted it and it clogged up again.

I put together a test page that compares the Sun/Moon data from the USNO to that provided by various weather software and scripts.

Image

As you can see, not all the software provides all the data needed. The blue bars highlight the needed data for the Saratoga template.
The red boxes highlight that data as missing from the software/script.

Also note the variations in the times v.s. the data from the USNO (for my latitude/longitude). That's kinda why I decided to use the USNO as the prime source.

Excellent. Just curious, does WU data not include sun/moon data for the Weather Stations site via the wu api?
