If I download the latest version of cumulus and its html, do I have to do anything to continue using the SteelSeries gauges? If so, what.

Download the latest version of the Steelseries gauges and implement it as per the instructions in the wiki.

From build 1093 Cumulus standard pages use HTML5 and are coded in 'utf-8' character set.
These are the standards that Mark has from the start used for Steel Series Gauges.

As you are already using Steelseries (unless you have modified them as Mark asks to have a specific issue), the answer you want is "NO".
