As far as I know, the protocol is not available officially. I revised my policy for adding new stations, recently; it's in the FAQ:

"Will you support weather station X?

It’s quite hard to support a particular weather station when I don’t have access to one. Also, most companies don’t seem to like third parties writing software for their stations, so don’t make the protocol available. I will only consider adding support for a station under a certain set of circumstances which would include payment (i.e. a significant donation towards Cumulus development), a well documented official protocol spec, and loan of a station (at least). Please contact me if you would like to discuss this."

Sorry if that seems harsh. My previous policy was that I wouldn't be adding any new stations under any circumstances, but I have recently succumbed to a bit of "persuasion".
